JGSoft have done a HTML help API unit which is available from their website.
You may wish to take a look at the page I did at
http://www.geocities.com/pjrdunford/delphi/htmlhelp/ which provides a link
to that unit and also details how to map Topic IDs in your HTMLHelp project.
