I wrote an application just like that a couple of years back.
Infact at one time, that was my main source of income.
At the time of writting it, I did some investigating into TAPI, and infact,
with the right equipment, you can use a PC (via software) to emulate a
PABX....which is kinda cool, but the hardware needed is only avilible and
compliant in the USA.

How about a product suite that connects to the PABX via serial/network/TAPI
and gives CallerID, pop's the user's details onto the screen, costs the
calls, allocates them to department/ account/ category etc etc etc.
