I haven't done an MDI app for 3 years but  there is an article on Borland
Tech Info pages about this.

I use embedded forms in tab pages and frames, dynamically loaded from
runtime packages.  This allows me to have 'plu-in' modules in a shell app &
hotlkeys and menu's work properly.
