Kylix is a RAD development tool like Delphi, but written for Linux and 
Windows with a different component framework - the CLX library.  The 
theory is that you can write a program on either platform, then compile 
it on the other platform with minimum fuss.  Not sure if it's a 
replacement for Delphi/BCB, but from memory it's a third product that 
will develop alongside Delphi/BCB.
