Mark,

This is called Paradox2IB Metadata Pump Tool. It's a zip file with doco, SQL and
an exe file. I also have some other doco I've collected on this subject. You can
probably tell that I'm a candidate for this exercise in the future. I've not
used any of it, but you're welcome to play with it.
