If you're finding that an application (such as IE) doesn't open up in a new
window but reuses the old window, then, in most cases, that extension has
been set up to use DDE. To change this depends on the system you're running,
but basically it involves changing the Open property for the URL file type
and edit it so that it doesn't use DDE but plain parameter passing.

In my case I use it to open an URL in a new browser window. If you just
execute the URL itself, it will open in an already existing window. Boy do
I hate that.
Anyway, it sounded like Eion was trying to open an app without a specific
document.
