Not neccesarily a definitive answer but :
To get the Win32.hlp into Delphi I go....
Help | Customize
Select Contents
Go to Edit | Add Files
Find the win32.toc which for me is in d:\program files\common files\borland
shared\mshelp\win32.toc
Do the same for index and link (these will be *.hlp not *.toc)
Save the file and from now on the WinAPI calls help file should be
available.

So how have others found is the best way to provide convenient access to all
the various help files that they regularly need access to (and what are they
