Isn't that what a hint does ?
If you mean display it somewhere else like a status bar, you can pass a
procedure to the Application.OnHint in the forms create procedure.
Application.OnHint := DisplayHint;
Procedure DisplayHint(Sender : TObject);
Begin
sbHint.SimpleText := GetLongHint(Application.Hint);
End;
