While I agree that Interbase / Firebird is a definite consideration, there 
is one other that you may wish to consider. DBISAM is exceptional as a 
no-nonsense SQL database, single user, multi-user, client server and remote 
connection.

Although the database requires a purchase, you can develop and test without 
purchase. Installation is as simple as distributing the EXE - client server 
databases require an installation program to install the server app on the 
server.

Plus it has a really nifty SQL tool with reverse engineering and SQL 
to/from Delphi code and everything from a third party (me) at 
http://trader.co.nz/tools
