I had a look around for one recently.  The best free one I found was the Jedi Source Code Formatter from http://www.delphi-jedi.org/  You'll probably need to download the JCL and Jedi Controls packages from there as well, and it may take some recompiling to get it to work (I had to get it going in D5), but it's good when you get there.  For me, I wanted something that would integrate with Delphi, and this does.
