Dude, we heard you the first time! Firstly: I have no idea why you're using 16 million colours for your icon. I have pared it down to 256 (see attached) and it looks the same.
Secondly: Your icon shouldn't have any effect on the CPU window. Have you tried getting rid of the icon altogether and seeing if the error comes up again? I have tried your icon in a teeny-weeny Delphi app and it works fine for me.
