I believe the answer is as follows (and may also help with similar frustration in other programs):
Simply change the Start In directory for the Delphi shortcut itself, i.e. from Explorer or the Start menu or wherever. So I negotiate through the directories to the place where I find and open the current project. Sure, I can open last project, if I want to look again at that example code from some library or other or work on something I worked on last that has nothing to do with what I want to do now, but this seems to be a pain.
