I believe the answer is as follows (and may also help with similar
frustration in other programs):

Simply change the Start In directory for the Delphi shortcut itself,
i.e. from Explorer or the Start menu or wherever.

Whenever I start up Delphi, I never want to open a project in the

Is there a simple answer to this one? I can't find a "Starting
Directory" 
in any of the menu choices under the Tools menu. Perhaps I'm missing
something?
