You could try OpenOffice, version 1.1 allows you to save presentations 
into Flash which you can embed into web pages - don't know about 
narration however - it's fairly compatible with power point 
presentations aswell (sometimes).

1.  Free to create - the boss never spends unless absolutely 
unavoidable(no software outlay - Bearing in mind we have most M$ products)
2.  Fast to create - Boss wants it now
3.  Easy/Quick to learn - I want to obey
4.  Software Independant - no downloads / installations necessary to 
view it on all pc's
5.  M$ Agent or some similar Narrator to take user through all media
