No, OEM license is a license without support. That's all.

As well as the stuff about contacting your hardware supplier for support,
OEM licences I've seen include a statement like, "If the SOFTWARE PRODUCT is
not accompanied by a new computer system or computer system component, you
may not use or copy the SOFTWARE PRODUCT."
Maybe Microsoft took that line out after OEMs sold a lot of mouse mats and
mounting brackets licensed for Windows.
