A workaround is considered unprocessed until a SYSOP has viewed the workaround and accepted it as a valid workaround.
I don't know what client you are using but in mine, if you edit a report and save the edited report it will duplicate the workaround (if it exists). In my defense I have contacted CodeGear about this aspect of the QC webservice and they can't/don't seem to want to tell me how the duplication can be avoided. I have marked one of the workarounds as a duplicate (so now it says only 1 unprocessed). However your workaround isn't really a workaround for the saving of the TLB issue. This might be because of permissions on the Program Files folder that Delphi 2007 is installed it.
