There are two free tools for PHP I know of, Eclipse has a PHP plugin. It
is a humongous/java product which I found unusable as it brought my PC
to halt. The one I use every day is tsWebEditor (written in Delphi) with
the XDebug php dll. Step through debugging a la Delphi. tsWebEditor
craps sometimes with range errors, I think it is the synedit components,
but it is small price to pay for the excellent debugging.
