A few years ago I purchased a copy of Delphi 6 Pro from someone in the
US and had no problems re-registering it with Borland.

You cannot purchase a second hand copy of Delphi, licenses are
non-transferable.
Legitimately, the only thing you can do is purchase a Delphi 2007
upgrade and we can get special permission to ship you Delphi 5...
