It seems some guys don't visit the developer network site
(http://dn.embarcadero.com) much.

There are articles published (for at least the last 3 versions) that
highlight bugs that have been fixed from QualityCentral (the public
bug system). You can also do a search on QC itself putting in the
appropriate value for the Resolved In Build field. Unfortunately not
all the bugs that have been fixed are marked fixed (mostly because of
duplicates not being identified).

Like any bug in a product, it is evaluated on a number of things. I
agree it is highly frustrating not to have a bug fixed that you have
identified into QC (even when you have also provided the fix) but
ultimately it is their choice. Although this is why I personally
haven't been as active in QC over the past year as previously.

Personally I have 637 QC reports. Here is the breakdown percentages (rounded):
  Open 22%
  Closed 37
  Reported 10
  Withdrawn 3
  Automated 28 (the dark days)
  Pending (1 report maybe)

The activity (from codegear/embarcadero) has definitely picked up for
QC. It's only taken about 10 years.

Be nice to see a new web client and an improved native client though.
