AIUI the current policy is that only the immediate preceding version + 2 prior versions qualify for upgrade pricing. Embarcadero would apparently rather that users of older versions take their business elsewhere.
On that basis D2007 will remain a qualifying upgrade version until XE2 is released and then I presume there will be a grace period offered, just as we are currently in the grace period for 2006 > XE upgrades (until 31 Dec 2010). That is unless Embarcadero tighten the upgrade qualification window even further.
