You never set the pixel format, so it may be defaulting to a 16-colour image on Windows 2000 (which is what it looks like). The "grainy picture" you see is a pattern used to approximate colours in images with a limited number of colours available. Try setting the PixelFormat property to pf32bit or something similar.
