I can tell you that it is the same in Windows XP Home Hungarian. I have a Program Files folder and the registry key names are in English. I sometimes use a machine with German language Windows 2000 installed on it and has Program Files too.
As far as I know this is a default setting and you can change it to anything in any language version. You can also change the Windows folder during setup. So it's better to check these in the registry before placing files or new folders. The registry keys are constants and invariable.
