If you use the Personal version of Delphi, it's (relatively) free. I mean, it's free as long as you buy the magazine that it was distributed with.
Your other option for a Pascal-based project is FreePascal with the Lazarus IDE. That's free, but not as full-featured or complete as the Delphi IDE.
