I strongly recommend against writing your own installer. There are plenty
of other installation tools, and they probably cover certain cases that
you haven't even considered yet. (Network installs, non-admin rights,
uninstallation, multiple languages, etc.)

Inno Setup can display a read-me file in the installation wizard, and that
file can be an RTF file. The Windows RTF control can turn URLs into
hyperlinks. I suspect other installation tools can do the same thing. Inno
Setup is free. Give it a try before you spend too much more time
re-inventing the wheel.
