Easy ! Use HTTP server component in your application. There is one in ICS. Download full source code (freeware) from http://www.overbyte.be/eng/products/ics.html and have a look at the WebServ demo. There are some dynamic pages demonstrated. You can really do whatever you like using only Delphi. If you can read french, I made a Borland Conference about that topic.
