Wait until October 2006, for Delphi 2007. October is the generally the month when Borland want Delphi developers to reach for their credit cards for a pricey upgrade.
Since my last upgrade to Visual Studio 2003, there have been 2 Borland Delphi upgrades to nil for MS. It seems Borland does it annually; MS does it about every 3 to 4 years. Ask your accountant which is the better financial option. I stopped upgrading Delphi when I upgraded to v7. Does the job, just don't have the time to put up with the bugs that come with every Delphi upgrade. If I need to do .NET stuff, Visual Studio and C# suit me well. Naturally I will upgrade VS to 2005 when it is finally released. I see no benefit in paying Borland for a new Delphi when it doesn't perform any better than the previous version.
