I've never seen this in Delphi! Are you sure you haven't switched on one of the Windows options or some other desktop utility that automatically activates what ever window the cursor is currently over? There are quite a few of these and of different types. For example Power Toys has something like this, and so does the Nvidia management application for my Graphics card.
