It would definitively make it a LOT better but not good enough. Ex: Here in
Romania it is fairly common practice to have the computer set up with
"English" regional settings! This would set the wrong separator!

If that's not confusing enough, most of the TXT files my applications need
to generate based of government based regulation need to have ENGLISH
decimal separators! Unfortunately that's the opposite of what's supposed to
be for the Romanian language.
