That was what I was looking for.  I was trying to set the short date
format.  I did not look at the long date format.  The documentation did
not really say that you had to use the long date format if you wanted a
24 hour clock.

date/time field in a client dataset.

If however the regional and language options are set to use am/pm
indicators, the second portion of the hour indicator in a date / time
field blanks out. Example is 05/05/2006 1_:07 gets displayed instead of
05/05/2006 13:07.

Here is the display format and edit mask for the date/time field.

Display: mm/dd/yyyy HH:nn
EditMask: 00/00/0000 00:00;1;_

Any help, assistance or direction on where to look would be appreciated.
