At first glance of your question, I would first try to override the components constructor method and check if (Owner is TYourCustomPageControl) and fail or raise an exception if owner type is not set right. However, I think as a general rule constructors should never fail. Perhaps you have to change another method. Or you could try and check out "notification" events. It is a method which gets called with notification with an object gets added or deleted defined in the base TComponent class.
