Although not for Delphi 7, I have created a C:\Tools\ directory on Vista 
and installed many programs there - especially ones where user data had 
been placed in C:\Program Files\ before.  This works nicely, and avoids 
the problem of duplicated files (because of the virtualised C:\Program 
Files\ directory).  I prefer to leave UAC enabled, and find it does not 
interfere with routine operation.

Of the software I've tried on Vista, I think it has all worked OK, and 
that includes one or two unusual hardware devices as well.
