I would try setting all components/controls on the form to inactive, and activate them manually in the oncreate or separate procedure after the formcreate. Wrapping the activation in a try..finally should then hopefully catch the exception (if it is, as I believe, a component is involved) and get you closer to finding out what is causing it.
