You can do this. If you are on a budget you might stay with Delphi 5 or
look into Lazarus.

components and techniques.
If it were me, I'd enroll to take a programming class at some school so
I could get "student" status and then buy the Academic license. That way
you can use the latest and greatest version without paying the current
rate for a commercial license. After all, you are not a commercial user.
