Yup
You can use it with or without the 'Build with runtime packages' but if
without later calls to the package fail.

I am playing with packages. I would like to create a package (to
replace an existing dll) to be used with our application. But it
seems the only way to use packages is to have 'Build with runtime
packages' checked in the IDE. We don't want this for our application
(for a number of reasons). Am I correct in saying this rules our
using the package from that application?
(My testing shows that although the main app runs and can try and
call the package, the package will not run properly unless the host
app is checked as 'Build with runtime packages'.
