The team over the wall are using NANT as the build scripting environment (I think). Another vague assumption of mine is that there is an MSBuild task for NANT already, and that if it is true that Delphi 2007 supports MSBuild, then hopefully it shouldn't be too much work to get a NANT task to do a Delphi MSBuild.
I'd be reasonably confident that there is no need to fork out for a commercial build engine.
