I think that you will find its Xtra/Telecom. Since they have this same
wonderful feature in all their products, they must have paid extra for
it....it can not possibly be a bug.
Things get delayed and then bunch up.... emails, txt and even phone
calls (landline and cell). I have tested the latter myself, standing
next to the phone I am calling and its says its busy for no good reason.
