If I understood correctly, D2007 users have until 30 Dec to upgrade at the 
upgrade price - 

However I was interested to note that at present it looks like any version is 
eligible for this offer

eg Delphi XE2 Professional upgrade:

  a.. Upgrade pricing is available to registered owners of any earlier version 
of RAD Studio, Delphi or C++Builder; Professional, Enterprise or Architect 
editions. 
  b.. Academic editions do not qualify for upgrade pricing. 
  c.. After Dec 31, 2011, only 2009-XE users qualify for upgrade pricing.

Q1 - Is there a better deal if one is upgrading from D2007 (as compared to say 
D7) or do all versions  upgrading qualify for the same price at the moment?

Q2 – I presume that Delphi XE2 differs from RAD Studio XE2 in the RAD Studio 
contains Delphi and C++, or are there other differences?
