When there are very few developers of *any* ability, the average or even sub-average developer can command a high salary/hourly rate due to that scarcity, independent of their abilities or skills, increasing their value in the market relative to that of the above average/excellent developer who will likely be an excellent developer, regardless of technology. Maybe.
