Your main options are to use SMTP controls like Indy to send directly to a mail server, or use Outlook automation (or Extended MAPI) to send via Outlook.
If you need an SMTP service for the actual sending, Amazon SES is very cheap for high volumes, or Gmail business account for up to 2,000 per day.
