You could try SynEdit (http://synedit.sourceforge.net/). It has an HTML export demo.
In a similar vein, I downloaded the demo (TIdFrameBrowser9?) here: http://www.pbear.com/ which is built off their html component and Indy. But it when I used it something would die brutally in win98 (3 finger salute time) When I stopped using it it stopped happening. (Pity, it would be a cool little browser). I investigated no further so offer no comment on quality of component, nor the completeness of my 98 install at home (God only knows what versions of comctls, winsock etc). It has been around for a while.
