Yes, you can do it using Hyperterminal which all versions of Windows seem to
have.  I have often used it to trouble-shoot a modem.  For instance, when
you startHyperterminal if starts a wizard to set up a connection.  You can
follow through this, creating a session called TEST and if you like enter a
phone number but cancel at any convenient point, e.g. just before dialling
so that you have a blank window (looking like a blank word document). You
may need to select the Menu entry disconnect to get the wizard stuff to
disappear and the Window to be the business part working.  In this window
you can type the AT commmands with <Enter> after each, eg.


ATZ                             (Reset modem)
ATH0                            (hang up modem - that's a zero on the end)
ATDT 1,033746510                (Dial using tones 1 for outside line, wait
then 033746510)
                                etc
                                you can manually make connections like this
to a library and read their catalogues etc although
                                most these days have web pages.

I used to use a local (Christchurch Public Library) catalogue site this way
to check a modem was working properly.
This is a completely manual way of controlling the modem, I presume this is
what you wanted.  Otherwise you can go into properties for the modem and
alter the initialisation string to put in the AT commands to automate it.
