Yeah, there should be a WinInet Delphi unit that has a lot of this functionality in it.
I haven't used it for actually establishing a connection, but I used to use some functions in there for determining whether or not I was connected to the internet, and to disconnect a connection, etc. Worked fine, and you shouldn't have to worry about the RAS stuff.
