What about TServerSocket and TClientSocket that come with Delphi?

Simply set up a TCP/IP connection between your two programs...

Should be a breeze...

You'll probably have to liaise with your client over which port you use
if there's a firewall in the middle somewhere.

You'll still need either a hostname (www.mydomain.com) or a fixed IP
address of the machine on which your "commander" program is running.

Resolving the domain name would probably ensure that the two machines
are on the internet anyway.

found) require that the clients program interrogates the commanders
program to determine if both programs are running and connected to the
net.
EG, say you were a user of my program, and had it running and you were
connected to the net, I (as the commander) could determine your programs
availability, or vice-versa. In other words I'm not speaking of an
internetwww., but a computer with a program running, and if its
connected.
