It's transparent so you have to paint the area with the desired background
color first.

ie:

procedure TForm1.FormPaint(Sender: TObject);
begin
  Canvas.Brush.Style := bsSolid;
  Canvas.Brush.Color := clYellow;
  Canvas.Rectangle(10, 10, 100, 50);
  Canvas.Brush.Style := bsCross;
  Canvas.Brush.Color := clRed;
  Canvas.Rectangle(10, 10, 100, 50);
end;
