Depends. if it is an application without user interfaces, that will move happily into a services Execute thread, then yes. You need to consider things like privileges required, and make sure it can run from local hard drive (getting services to see network devices is fun - NOT). If there is a user-interface component, then really need to separate that out into separate app that can communicate with the server.
