Hi Chris - I'm currently going down this road myself. It depends on the USB
device. If it is an HID device then just use the Jedi libraries (they come
with demos with source code). If it is not an HID device then you need to
either write a device driver for it, or the device may support basic read
and write through ReadFile, WriteFile, and DeviceIOControl but it should
come with documentation on how to do that.

The Jedi libraries you may need are the HID, DBT, and SetupAPI. They also
have demos that show you how to discover any devices that are attached to
the computer (and on) and get notified when they are removed or attached.
