Ah - but most lightweight concrete is permeable (due to entraining air bunbbles) and 
when soaked in water will have a density greater than 1000 kg/m3 and will therefore 
sink.

However the observant will have noticed that most marinas are now made of floating 
concrete piers - these actually are blocks of polystyrene with a layer of concrete 
around them.

Yep. See "http://hypertextbook.com/facts/1999/KatrinaJones.shtml"; for the 
density of concrete.  There seem to exist types of concrete which are 
lighter than water.
