Q2: From what you say, I would go for a System Tray icon for a monitor-type application. Look at the RxLib suite of free controls for things like this. It has an easy to use SysTray icon control which I've used myself in an app which ping-ed specific machines every once in a while, and yes, I "blinked" the sys tray icon every time I did that, which sounds similar to what you want to do.
Look on Torry's or somewhere for RxLib.
