I can recommend two.

Sharpreader (www.sharpreader.net)
Pros: Supports Atom as well as RSS feeds; simple, effective interface.
Cons: Not so good support for podcasts (or other feeds with enclosures)

RSS Bandit (www.rssbandit.org)
Pros: Good support for commenting; enclosure support; sync-ing of feed state
between multiple PCs.
Cons: Only support for RSS (I think)

There are others, but I don't think you need to look past those two.

Both require .NET framework.

No, I don't either.

Given that you have just supplied a link full of newsfeeds how about
pointing out a good free newsfeed reader.  Of the couple that I've tried
they have sucked and put me off following news via feeds.  

Although I do appreciate the idea that it looks less like I'm surfing during
work time...
