IMHO, and not speaking for Borland _at all_, because the IDE/InterBase products are valuable products (esp. the Borland Developer Studio - Delphi/C#/C++) . Borland is not selling them because they are loosing money, they aren't - at all. As far as I can make out, Borland is selling them because Borland is an ALM company, not an IDE company - and hasn't been for years.
 
IMHO of course, no quoting me or i'll be in a huff :-)

Why would you not do:
 - Requirements Definition and Management (and heres a free enterprise license for Delphi)
 - Lifecycle Quality Management (and heres a free enterprise license for JBuilder)
 - Change Management (and heres a free enterprise license for C++ Builder
