fixed.
deluge was creating 'announce_list' even with only 1 tracker, and the
tracker was only changing the regular announce URL, not the announce
list. then when people downloaded it their clients would use the tracker
from announce list, which was not changed, and still had my passkey.
now deluge does not include announce list unless more than 1 tracker is
added.
